Ethics Complaints Intensify Rezoning Decision in Fountain Hills

A legal dispute over a rezoning decision for an apartment project in Fountain Hills intensified as two council members faced multiple ethical complaints. In January, the Fountain Hills council met to vote to rezone part of Four Peaks Plaza, despite resident opposition and procedural issues with a petition led by Reclaim Our Town. Council members Allen Skillicorn and Brenda Kalivianakis faced ethics complaints regarding Skillicorn’s questioning during the vote and Kalivianakis’s undisclosed email exchanges with the project’s developer, Sandor Development. Investigations into these complaints continue, further complicating the situation.
