However, the use of residential homes as vacation properties worsens Arizona’s existing housing shortage. Critics fear that proposed laws, such as HB2720, permitting backyard casitas, and HB2721, allowing duplexes, triplexes, and townhomes on single-family lots, could lead to more short-term rentals, despite being intended to address the housing shortage. This presents a challenge for the legislature: increasing housing inventory while managing the impact of short-term rentals on the shortage.
