Colorado Launches Middle-Income Housing Tax Credit Program

Colorado is launching a Middle-Income Housing Tax Credit (MIHTC) program to support affordable housing for the “missing middle.” This initiative will finance rental housing developments for households earning between 80% and 120% of the area median income (AMI), with higher limits applicable in designated rural resort counties. Administered by the Colorado Housing and Finance Authority, the MIHTC program aims to strengthen housing opportunities for middle-income renters in Colorado. The program builds on the success of federal and state affordable housing tax credits but targets residents who face affordability challenges above existing program thresholds. Starting with a $5 million annual allocation in 2025 and 2026, the program ramps up to $10 million annually after that, supporting developments with a mandatory 15-year affordability period.
