Phoenix is exploring a cheaper, faster way to add housing by turning vacant office buildings into small, private rooms with shared kitchens and bathrooms. The model could bring rents down to about $850 a month — far below today’s averages — by keeping building layouts and plumbing mostly intact. Researchers say this approach could triple the number of homes created in each building and help stretch limited housing dollars further.
