Apartment construction falls to lowest point in nearly a decade

After peaking with 1.1 million units underway in early 2023, the pipeline dropped to about 543,000 units by Q2 2025—the lightest since 2015. Austin saw the sharpest pullback, with Phoenix, Atlanta, Dallas and New York also experiencing big declines.
