Tucson has approved or is processing more than 300 ADU permits since adopting pro-casita policies in 2021, with a record 80 applications filed last year alone. The city has expanded the program to allow duplexes, triplexes and fourplexes on most residential lots. Construction costs averaging over $100,000 per unit remain the biggest barrier, but the city is offering preapproved plans to cut fees and speed approvals.
