The U.S. House of Representatives released an updated version of the 21st Century ROAD to Housing Act that diverges from the Senate-passed version, most notably dropping a controversial forced-sale requirement for build-to-rent properties and replacing it with civil penalties for institutional investors who exceed a 350-home ownership threshold. The House bill also exempts properties built specifically for rental, manufactured housing and Low-Income Housing Tax Credit-financed communities from the institutional investor prohibition. House leaders are expected to bring the bill to the floor soon, though a White House spokesperson noted the new provisions are still under administration review.
