Development in downtown and metro Phoenix continues to rise, literally and figuratively, to fill the ongoing dire need for housing. One of the latest applications comes from a Chicago-based company that aims to provide 318 units in a 24-story tower near Second and Portland streets in the heart of the desirable Roosevelt Row. Other high-rise apartment buildings in the works in and around downtown Phoenix include the two-tower Astra, which will rise to 36 and 45 floors; the 19-story X Phoenix at 2nd Avenue and Van Buren St., and the 29-story Palm Tower at the Arizona Center at Fifth and Van Buren streets. A total of 14,629 units should be completed in the Valley this year, including 3,622 in Phoenix.
