(Phoenix Developers Finish Downtown Boutique Apartments, Plan For More — May 9, 2026)
Brothers Allan and Benjamin Gutkin of JAG Development have completed Willetta 15, a 15-unit boutique apartment project near Seventh and Willetta streets in downtown Phoenix, part of a larger four-building development that also includes condominiums and a Starbucks. The brothers plan to develop additional residential projects throughout downtown, including a 74-unit rental project near 15th Avenue and McDowell Road priced below prevailing market rents, driven by their belief that the area needs attainable housing and growing community support for it. JAG also holds sites near 11th and Roosevelt, Third and Willetta, and 11th and Polk streets, all slated for residential development.
