Tucson’s housing director says the 21st Century ROAD to Housing Act could meaningfully expand affordable housing production by allowing Community Development Block Grants to fund new construction and by easing environmental review requirements, but the bill’s impact on market-rate housing remains unclear. Southern Arizona Home Builders Association President David Godlewski says deeper issues, including slow job growth and wage stagnation, are limiting housing demand in the region regardless of federal legislation. Pima County permitted just 4,600 new housing units in 2025 compared to more than 31,000 in Maricopa County.
