Crescent Communities has broken ground on NOVEL Norterra, a four-story, 248-unit apartment community on an 8.5-acre site within the Norterra master-planned community near Interstate 17 in north Phoenix. The company is targeting first move-ins for spring 2028. The project represents Crescent Communities’ expansion into the western U.S. and is positioned to capture demand from the growing employment base near the TSMC semiconductor campus.
