Hobbs had bipartisan wins in 2025, but fell short on some goals

Gov. Katie Hobbs notched bipartisan victories in 2025, including a landmark water rights law to boost housing development. But she failed to move the Legislature to renew Arizona’s low-income housing tax credit, which will expire in December — making it the first state to eliminate the program.
