Owen Metz, senior vice president for Dominium’s mountain west region, outlines some of the challenges for affordable housing developers. He notes that a lack of affordable housing could stymie economic development in Phoenix, and says the biggest roadblock to providing it is a lack of land zoned for apartments by right. He notes, “[T]o be a modern, diverse economy you need to go up at some point and create density instead of just going out.” He urges fastser permitting, zoning and review times, and calls out regulatory and design requirements for adding costs.
