Arizona’s increasingly complex and unpredictable permitting process is slowing housing production and driving up costs, according to a new report. Based on interviews with builders, planners and local officials, the report recommends streamlining entitlements, limiting subjective design review, improving staff coordination and clarifying long-term development rights to build homes more quickly and affordably.
