The Guadalupe Town Council voted to negotiate exclusively with Richman Group on building 230 units of affordable apartments, retail space, a community center and open areas. The town has 350 applicants waiting for affordable housing and wants to build a space for families and seniors in order to preserve the cultures, which include Mexican and Pascua Yaqui.
