An analysis by the National Association of Affordable Housing Lenders found that HUD is responsible for 88 of the 124 implementation actions in a broad new federal housing law, with the agency operating at significantly reduced staffing levels. HUD’s Office of Policy Development and Research has 27% fewer staff than a year ago. Analysts say local governments should begin now to assess their own zoning, permitting, and code changes to take advantage of federal funding once programs launch.
