Mesa will vote Sept. 8 on a 50-year ground lease with Culdesac to redevelop the 25-acre “Site 17” into a transit-oriented, car-light community. Phase 1 would add 140 for-sale townhomes by 2027, with later phases bringing up to 1,000 homes plus retail and amenities under guardrails to protect the city if timelines slip.
