A new Common Sense Institute report estimates Arizona has an immediate need for approximately 56,000 housing units, reflecting people currently seeking homes who cannot find them, and a longer-term structural shortfall of around 110,000 units. Maricopa County alone accounts for an estimated 34,000 of the immediate need, and the immediate shortfall grew in 2025 after two years of improvement, coinciding with a sharp drop in local permitting activity. While conditions have improved since the worst of the crunch in 2023, analysts say the market remains in a fundamentally different environment than before the pandemic, with prices and interest rates still suppressing access for many buyers and renters.
