A Phoenix apartment developer is pushing back against city requirements for an affordable housing project, arguing the mandates make the deal financially unworkable and could kill the project entirely. Items suggested by the city for the community at 59th Avenue and Elliot Road included larger patios and balconies, a different type of roof and providing more natural light in the units. The developer contends the requirements go beyond what the economics of affordable housing can support.
