Phoenix’s Office of Homeless Solutions will use $2.5 million in annual city funding to lease roughly 50 apartments from private landlords at market rate, then sublet them at reduced cost to people exiting shelters. The program, modeled after similar efforts in New York City and Los Angeles, will be the first master lease program in Phoenix’s history. Most tenants would pay no more than 30% of their income, with supportive services provided during their transition to self-sufficiency.
