Phoenix Vice Mayor Kesha Hodge Washington says the city reached its goal of creating or preserving 50,000 housing units five years ahead of schedule, and its new budget includes $2.5 million for a master leasing pilot, more than $3 million for emergency rental assistance and a $15 million Housing Trust Fund. She added that the progress is real but the work is far from finished.
