Reforming Federal Home Loans Could Unlock 200,000 New Homes Per Year

The Federal Home Loan Bank System, originally chartered to support affordable housing, has drifted from its mission and now primarily serves large financial institutions, with only 13 cents of every dollar earned going toward affordable housing. Economist Chris Hughes argues that requiring the system to dedicate 25% of its lending to below-market construction loans for midsize multifamily buildings could produce roughly 194,000 new units annually. The reform would require no new funding or regulation, only that an existing public institution return to serving its original public purpose.
