Arizona housing advocates are pushing to include House Bill 2804, a $120 million rural low-income housing tax credit program, in the state’s still-unresolved budget before the legislative session ends. The bill passed the House with bipartisan support and is backed by 31 rural mayors, but has stalled in the Senate after facing opposition from House Speaker Steve Montenegro and being left out of the vetoed Republican budget proposal. Separately, the state’s existing $4 million low-income housing tax credit program was allowed to expire at the end of 2025, the first time any state has eliminated such a program since its inception in 2021.
