The Surprise City Council approved rezoning a 422-acre site near Pinnacle Peak Road and 227th Avenue for Buena Vista Ranch, which could eventually include up to 1,401 housing units. About 371 acres are designated for residential uses of varying densities, with 32 acres for employment and 20 for open space. Developers say it will be several years before any homes are built, given current market conditions and required roadway improvements.
