The Mesa City Council voted to approve a Target store and housing on 64 acres of vacant land located along Southern Avenue and Signal Butte Road.
The project, called Medina Station, will be split between retail, dining and apartments.
Master developer Bela Flor Holdings Inc. said the development will be one of the largest commercial projects planned in Mesa, bringing $400 million in investment to the city. Construction could begin as early as March.
