Tempe apartment project aims to be model for affordable urban development

Holualoa Companies’ new 129-unit Dwell apartments in downtown Tempe demonstrate how urban infill can deliver moderately priced housing for middle-income earners. Built atop an existing office parking lot, the project cuts costs through shared infrastructure and pared-down amenities, with studios starting around $1,100. Developers hope Arizona’s new adaptive reuse law will make similar attainable housing projects more feasible without subsidies.
