Tucson needs more than 62,000 additional homes by 2045 but has approved a series of fee increases over the past three years that industry groups say are making new construction less financially viable. The tension is especially acute for infill development, which city leaders have promoted as a housing strategy but which now faces higher special approval fees in Tucson’s Infill Development District. Housing advocates warn that rising development costs will reduce the number of projects that move forward at exactly the time the city needs more supply.
