Kevin Volk, a Tucson commercial developer and state lawmaker, says he’s concerned that 1 in 4 Arizonans have considered moving out of state due to housing expenses.
“We’ve got to make sure we’re addressing the problem,” he said.
One solution his company has succeeded with is converting vacant hotels and commercial buildings into apartments and condos.
