As negotiations drag on among the seven Colorado River Basin states, Arizona faces serious consequences if new water-use agreements fail. Central Arizona Project President Terry Goddard warns that additional cuts could cripple Pinal County agriculture and limit future development, while the federal government may be forced to impose a settlement if states can’t agree.
